Since slow revenue flow is the real reason for the Government's fast-forwarding real estate transfer tax and stamp duty regulations, I have one small suggestion.

If the Government makes paying property taxes, transfer taxes and stamp duty easier, then maybe revenue will ramp up. I suggest they use the National Housing Trust and National Housing Development Corporation locations to be tax collection points for any real estate transaction-derived revenue. These locations would not replace the current ones but open additional windows for tax collection.

You could envision, for instance, the NHT becoming a one-stop shop for mortgage and property tax payments.
