THE BRUCE GOLDING-LED administration has signalled that it has no choice but to introduce tough measures to contain expenditure this fiscal year, making it clear that painful decisions are unavoidable.

In his maiden Throne Speech yester-day to mark the official start of the new parliamentary year, Governor General Patrick Allen said the Government would, this year, focus on navigating its way out of the current economic crisis and seek to establish a foundation for recovery and growth.

Tax reform is coming this year - Government says it's a major plank of its fiscal programme.

New debt-management strategies to be introduced.

Strengthening of social safety net for children and elderly (PATH to be further strengthened).

Government to maintain the Constituency Development Fund (CDF).

No change in the policy to abolish tuition fees in secondary schools - Gov't says "it will not be rolled back".

The no user-fee policy in hospitals and clinics will not change - the administration says it will be reinforced.

National Education Inspectorate and Jamaica Teaching Council to become operational this year to address deficiencies in the quality of education and increase accountability within educational institutions.
