Where are the moral, legal guidelines?

I am a government employee and I am finding it increasingly difficult to make sense of the government or the Jamaica I live in. My organisation belongs to the social services. For the last several months, we have been instructed to cut back on our expenses as the Government is struggling to find money to run the organisation in this recession.
As a result, we are starved of even the most basic resources, such as paper and ink for printers. We are expected to do our jobs even better while every means of communication is increasingly restricted because of funding, despite this being essential to the task.
Rescue me
At the same time, I read this newspaper and listen to the news and hear a continuous stream of reports on exorbitantly paid public-sector consultants or employees, wastage or misallocation of funds by central government, and so on. At a time when we are expected to account for every hour of the day at work, MPs in this country have no sort of work plan and get upset when it is suggested they be held accountable for their activities and decisions.
To rescue me from my current disillusionment, as a citizen who wants the best for his country, can someone say if there are moral and legal guidelines that are equitable for all?
