Better time management

I have become tired of hearing on a daily basis the need for us to conserve and improve productivity. Yet, year after year, our operations remain the same and we expect a different result.
Take for example the issue of time management. In a time when technology has advanced leaps and bounds, why do some companies (especially those whose employees are not interfacing with the public), not arrange for their employees to operate from home with laptops submitting their work on a timely basis and only coming into office on a weekly basis for consultations?
Expected results
What would be the impact of these policy changes?
✓ Employees would possibly operate in a more efficient manner. An employee could say work through the night or get up early and work on a project with minimal disturbance.
✓ There would be a reduction of traffic on the road hence less time spent by the rest of the travelling public in traffic.
✓ Reduction in the amounts spent on fuel.
✓ Companies would need less office space, thus reducing some of their overheads.
We need to adopt a different style of management whereby people are rewarded by results not by the number of hours spent sitting at a desk. Different times call for different approaches. When will we get the picture and realise that it is not business as usual?
