Which is the oldest democracy?

The Editor, Sir:
As retired consul general for Switzerland in Jamaica I have a problem with the last paragraph in Jorge Heine's column of May 31, 'Closing Gitmo'.
He stated: "But the leader of the oldest democracy in the world ... " I was brought up to think that Switzerland was the oldest democracy in the world, having a democratic system in place since the year 1291.
I would appreciate a clarification.
