Cellphone charge

Correct me if I am wrong, but if I make a call to a landline phone from my landline phone and am redirected by that landline owner to their cellphone and I have no way of knowing this, isn't it immoral or even illegal of Cable and Wireless to charge ME the cell rate for this call? I called Cable and Wireless and was told I WAS responsible for the cost of the call to a cellphone - even though I didn't dial it and only happened by chance to find out that this was what was happening.

Narrow loan focus

I recently read about a $60m World Bank loan Jamaica had contracted to fight HIV/AIDS. I was really shocked at the narrow focus of this huge amount that can build a hospital and train physicians to serve the general public to upgrade health-care service delivery in addition to HIV/AIDS victims. I also wondered about Jamaica's ability to pay back this $60m over a 30-year period without cutbacks in funding for education, job creation and affordable public housing to reduce poverty, the source of violent crimes in Jamaica. How come Jamaica did not apply for grant under PEPFAR to fight HIV/AIDS, malaria and TB ?

Nigerian query

Qualification and leadership

There has been public discourse over the credibility and leadership qualities of the president of the People's National Party Portia Simpson Miller. She has been criticised every so often about her credentials and her untimely boisterous behaviour. It has been said she lacks the ability and intellectual capacity to address our social problems and worsening economic situation. My question to all her critics, who has? Jamaica's economic situation has been worsening over the last 20-plus years. How many leaders rule since? I doubt it if their academic qualifications has any significant bearing on our economic attainments. That being the case, we should not undermine one's ability to lead as one's potential is not defined by his or her level of qualification.
