When the programme to transform the education system was published, I noted that it was so cluttered with problems to be dealt with that it would be very difficult to achieve or to show movement in finding solutions.

About 95 per cent of the electricity used is generated by burning heavy fuel oil or automotive diesel (diesel). The balance comes from renewable sources (hydropower and wind power). Oil demand for power generation accounts for about 21 per cent of Jamaica's oil imports.
Improving the budgetary process
Now that a budget has been tabled in the House of Representatives as required by sections 115 and 116 of the Constitution of Jamaica, it is time to revisit an old argument - amending these sections of the Constitution and allow a longer budgetary cycle.
