Road construction security

MY LETTER relates to the article - Dusty Nuisance Hurts Businesses - in your March 11, 2003 edition. There is a problem with extortion on construction sites in Jamaica.
I notice that in the NY/NJ area where there is road construction a police cruiser is always visibily parked at the site. The police presence serves as a deterrent to crime. Could this approach work in Jamaica?
