Contractor general probes PCJ contracts with security firm

THE Office of the Contractor General (OCG) on Wednesday commenced an investigation into an alleged payment of $2 million by the Petroleum Corporation of Jamaica (PCJ) to a security company for providing services at a community centre in Santa Cruz, St Elizabeth.

Following a formal letter to PCJ's boss, Dr Ruth Potopsingh, a three-member team from the OCG reportedly turned up at the agency's offices early Wednesday to collect documents relating to the probe.

"We are hereby requesting that the complete file(s) pertaining to the alleged PCJ contract or contracts with Caribbean Protective Security Management and Services Company Ltd, and with Rainbow of Hope Ltd, if any, be made available, on site, at the PCJ's Office, for review by an OCG team, at 11:00 this morning," the OCG letter stated.

Principals

The principals of Caribbean Protective Security Management and Services Limited are Rodney Chin and Joseph Blackwood.

In a release, the OCG said its probe was predicated upon Gleaner articles outlining the proceedings of the Public Accounts Committee (PAC) of Parliament involving the PCJ.

The OCG said its investigating team was authorised and empowered by law to physically remove "from your custody, any files, records or documentation which, in its discretion, it may deem relevant to its enquiry".

At last week's meeting of the PAC, the auditor general raised questions about the controversial payment.
