Election agenda places Sectoral Debate in doubt

The 2007/2008 Sectoral Debate in Parliament could be derailed through an inability to generate a quorum as islandwide activities are set to increase on the political campaign trail.

The Standing Orders of the House of Representatives state that a minimum of 16 members constitute a quorum, and therefore the business of Parliament cannot be conducted with fewer members.

Debate remains scheduled

Despite an assurance, from Information Minister Donald Buchanan that the debate remains scheduled to take place this year, there are concerns that MPs will be too busy campaigning on the ground in their constituencies as the nation inches closer to the next general election constitutionally due by October.

Derrick Smith, Leader of Opposition Business in the House, told journalists at a post-Budget Debate press conference at the Jamaica Labour Party's Belmont Road, New Kingston, headquarters yesterday that Parliament would take a two-week break after the Budget Debate.

This means that the activities of the House will resume around mid-May.

According to Mr. Smith, a proposal to reduce the number of presentations in the Sectoral Debate is to be discussed by members of the House.

But the Opposition Spokesman indicated that, with the country on election alert, attendance by members would be significantly reduced.
