GoffeLOCAL HUMAN rights activist, Susan Goffe, of Jamaicans For Justice, said the protection of crime scenes is a major concern, an area where the police have repeatedly failed.
"I think the Bureau of Special Investigation (BSI) is not performing at the level that it needs to," said Mrs. Goffe.
She described the BSI as an understaffed, ill-equipped unit which lacks the resources to conduct the type of investigations that it ought to be doing. Despite all of this, Mrs. Goffe believed that ACP Granville Gause has the correct attitude and is heading in the right direction, but just needs the resources to fulfil his mandate.
This view was also shared by another human rights activist, Yvonne Sobers, of Family Against State Terrorism.
"The leadership of BSI is trying to do a professional job. However, I don't believe that police can credibly investigate police," said Mrs. Sobers, who also expressed grave concern about the protection of crime scenes.
She said police investigators need to be skilled and equipped so they can work effectively at crime scenes that are tampered with or contaminated.
