THE INSPECTION Branch of the Police Force needs to be re-named and re-branded to create a different functioning and mindset for the officers to be transferred there. In creating this new branch there need to be two broad objectives in mind. The creation of a High Quality Control and Auditing Branch and the creation of an environment in which officers are motivated to be transferred and serve.
A suggested name for re-branding this branch could be one of the following;
Auditing and Quality Control, Quality Control and Auditing, or Internal Control.
These changes should be done to give officers a feeling of pride and acceptance to serve in this branch. An officer who has attained the highest level of academic achievement should head this branch because the functions to be carried out by this branch should include the following: Auditing of police finances, police records, firearms and ammunitions; lock-ups and stations; police vehicles, tools and accessories; police performance.
Analysis and presentations of these findings should be of the highest academic quality and standard that should be able to withstand the scrutiny of parliamentary debates and discussions.
The new branch should also be used to relieve divisional officers, who have become stressed from the prolonged periods they spend in a particular division and need to refocus and de-stress. Divisions such as those in Kingston and St Catherine are very stressful and warrant more frequent rotations. These officers then probably should not be immediately transferred to other similar commands, but should serve a period of time in the new branch to be created.
