Understanding the 'Teachers Regulation Code'

THE EDITOR Sir,

I RECALL buying a 'Teachers Regulation Code' at the Jamaica Printing Office in 2002. I would like someone to educate me on this, maybe I do not understand, but looking through the code I saw something which reads '1980 Edition'. Does this mean that the code was last updated in 1980? If so, then that was the same edition introduced to me at Teachers' College.

If this is really so then we are way behind. It would suggest to me that we are using an outdated code of regulations. It has been over twenty years now and I would find it difficult to imagine that in 2003 we are still using such a code. I guess this would have contributed in some way to the poor educational system that we have.

Also, why do we have to advance students to a higher grade level because of their age? I think it is nonsense, no wonder we have so much illiterates leaving the system. Age should not be a barrier to learning. I believe that irrespective of one's age he or she should not move on to another level until the first rung is mastered. After all one can never be too old to learn.
