Bertram's reward for ineptness?

THE EDITOR, Sir:

MR. ARNOLD Bertram - consultant to Water and Housing Ministry?

It appears that poor performance and inefficiency are determining factors for reward in this instance. Mr. Bertram had one of the safest seats in Parliament and he lost it due to poor performance. The people of Bamboo, Free Hill and Lillyfield, communities within his backyard could easily have given him enough votes to bridge the gap between winning and defeat.

When one considers that Mr. Bertram was the Minister of Local Government, yet, most of the roads in these areas are in the poorest condition since 1997, it is time to question his efficiency.

Who opposed him in the last election? An individual, who came into the constituency four months and one week prior to the election. To then appoint him as consultant to the Water and Housing Ministry, is not this a reward for ineptness?

What are the determining factors that qualify Mr. Bertram as a fit person to carry out the responsibilities of consultant in the Water and Housing Ministry? If it becomes so vital at this time to have a consultant, why was this position, based on qualification, not open to the wider public? The Government needs to answer to the Jamaican people on this one.
