CITIZENS OF Tivoli Gardens rushed out of their houses yesterday to greet Commissioners probing the security forces operation in West Kingston July 7-10 yesterday, as they visited the locus of the incident which resulted in 27 deaths.
There were no incidents during the tour and many residents expressed concern that the Commissioners felt the need for a strong detachment of police and soldiers to accompany them.
The tour also included stops in Denham Town, the new Remand Centre at Bumper Hall, Tivoli Court and the Command Post at the Coronation Market. It also passed through Arnett Gardens.
The Commissioners, some of the attorneys, media and staff of the Commission were apparently unperturbed by the large crowd which flocked to the streets, and moved about the area freely on foot.
The residents charged that the Commission was trying to embarrass the community, by giving an impression that there was a threat of violence during the tour. They said that the community welcomed the visit.
The media accompanying the group were allowed full coverage except at the Command Centre, where police personnel at the gate banned newspaper photographers, although television camera crews were given access. The Command Post, originally constructed as a warehouse for the new Oxford Mall project, has been turned into a post for the security forces. It was also the location from which the security forces were alleged to have fired "randomly" into Tivoli Gardens during the operation.
There were several bullet marks spotting the wall of the Post, as well as signs of damage to the roof allegedly caused by dynamite. There were many more bullet marks on the walls of high rise buildings in Tivoli Gardens allegedly fired from the Post.
The Commissioners also visited the home of a teenaged girl who was allegedly shot in the foot, when a bullet pierced the wall of her apartment and hit her as she lay on her bed, as well as the Community Centre where Opposition Leader Edward Seaga spoke with the press on the morning of July 7.
Mr. Seaga will be appearing at the enquiry at the Mutual Life Building, Old Hope Road, this morning, after being subpoenaed to make an appearance. But, JLP sources could not confirm last night whether he would testify or who would represent him at the enquiry.
