Property tax payment

The Editor, Sir:

Since the donkey was a little boy, property tax is due for payment in April, or we face the consequences for late payments. We are told that property taxes pay for garbage collection and all the other services provided by local government. If this is so, why then won't they mail the payment vouchers on time so that we can pay on time?

Each year, I receive mine in the mail after April. Therefore, in order to be a law-abiding citizen, I dutifully join the queue at the tax office with my old payment receipt in order for a representative to write some code on a piece of paper for me to join another queue to effect payment.

This asinine process could be done away with so easily if the powers that be would simply mail the vouchers early so we would have the necessary document to join one line and make the payment.
