Primary schools should have bursars

THE EDITOR, Sir:
SO OFTEN we sell our primary schools short and we expect them to be highly productive. Why is it that a primary school with over a thousand children in attendance is not afforded a bursar?
The principal of a primary school is the Chief Executive Officer. He/she is not the Financial Controller therefore, it is unfair to ask such a person to manage the financial matters of a primary school.
I suggest that the Ministry of Education appoint a bursar to serve primary schools in clusters. While such a person will not be full-time at any one primary school at least he/she will be able to offer regular guidance to primary schools within his/her cluster concerning the financial affairs of those institutions.
