Visa troubles

Up to December 2000, Jamaicans could travel to Scandinavian countries and most of Western Europe without a visa, but I was turned back at Copenhagen airport because of the lack of a visa. They said a new rule was introduced in February of this year. Can someone bring some light on the issue.
