A fine public servant

THE EDITOR, Sir:

Jamaica was indeed blessed to have Don Mills, O.J. as one of its distinguished public servants.

His response to young Daniel Thwaites' piece "On the question of character" made me ask myself the question as to why the performance of the civil or public servants tends to differ markedly in output and interest with varying governments.

I was tempted to say "Duppy know who to frighten" or is it more the case of "cows will come and cows will go, but the bull remains."
